Clean Energy Manager: Markets & Finance Specailist

THE OPPORTUNITY: 

The Clean Energy Manager will support the Clean Energy Team and its network
of rural and Tribal partners across Oregon and Washington. The manager will
support the E-Farms Program by connecting community partners with funding
and technical assistance to accelerate on-farm electrification. This position will
also support Sustainable Northwest’s Community Energy Development efforts to
move community-scaled projects from planning to construction.

As an markets and finance specialist, the manager will provide financial and data
analysis to help inform and drive programmatic organizational goals.
Additionally, the manager will support our Making Energy Work for Rural Oregon
Coalition, a group of over 500 clean energy partners in the region, by
participating in work groups to help set specific policy priorities. This position
supports development and administrative duties, including grant research,
writing, and reporting.

KEY RESPONSIBILITIES INCLUDE, BUT ARE NOT LIMITED TO:

Support the E-Farms Program, which works to accelerate the adoption of clean energy
and heavy electric equipment on farms, forests, and ranches across the Pacific
Northwest. As the nation’s first non-profit-led effort, this program is breaking ground to
reduce emissions and fuel costs while improving farmworker health. This position will
support market transformation, policy development, communications, and data collection
and analysis. (55%)

• Develop a scaling strategy for Oregon and Washington to accelerate the adoption of E-Farms equipment.
• Help set program targets and demonstrate the GHG benefits of technology adoption.
• Support communications efforts; Develop case study publications and other reports
  utilizing data collected through the program.
• Build relationships with equipment manufacturers, distributors, funders, state and
  federal agencies, and end users.

Lead technical assistance for community-based clean energy project development.
Liaison with developers (e.g., community-based organizations, local governments, Tribes)
from concept planning to funding and construction. Build and support community
capacity and expertise to pilot and scale rural and tribal project development in SNW
focal communities. (25%):

• Maintain an updated understanding of funding and financing pathways for community- based clean energy project development, including behind-the-meter projects (e.g., net metering) and front-of-the-meter projects (e.g., community solar, PURPA Qualified Facilities).
• Build partnerships with developers, funders, agencies, and technical assistance
  providers.
• Conduct needs assessments for SNW focal communities seeking resilience planning and energy project development.
• Perform initial financial feasibility analysis and other technical assistance for community energy projects.
• Advise on developing business and finance plans and pro formas that outline likely
  project cost structure and return on investment.

Support administration, development, and communication needs as they arise (20%)

• Participate in SNW staff meetings, board meetings, and other organizational pursuits.
• Support grant writing, research, and reporting.
