Job Description and Duties

The State Water Resources Control Board, Division of Water Rights has an opening for a Student Assistant in the Permitting, Enforcement, and Petitions Branch. The position is located at 1001 I Street, 14th Floor, Sacramento, CA 95814.

Under the direction of the Senior Environmental Scientist (Supervisory) of the Permitting & Enforcement Branch, Division of Water Rights, and consistent with good customer service practices and the goals of the State Water Resources Control Board’s Strategic Plan, the incumbent is expected to be courteous and provide timely responses to internal and external customers, follow through on assignments, and solicit and consider feedback when completing work tasks.

The Student Assistant (Water Rights Intern) is assigned to the Enforcement Section within the Division of Water Rights and supports data modernization, GIS integration, and regulatory support activities related to water rights administration and enforcement. The incumbent contributes to improving the organization, accessibility, and quality of water rights and adjudication data, supports implementation of the California Water Accounting, Tracking, and Reporting System (CalWATRS), and assists staff with watershed-level data review and analysis. While primarily supporting Enforcement Section priorities, the intern may also assist other sections within the Permitting, Enforcement, and Petitions Branch on data management, GIS, and program support tasks, as needed. The intern works closely with engineers, scientists, and analysts to support data quality assurance/quality control (QA/QC), GIS data management, and compliance-related tracking efforts. Assignments are designed to provide hands-on experience with public sector environmental regulation, water rights programs, and data-driven decision-making.

Working Conditions

Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position and might be expected to comply with Executive Order (EO) 22-25 after July 1, 2026.

In accordance with the Statewide Telework Policy and GC 14200, the successful candidate must reside in California upon appointment.  Proof of residency may be required.

Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. Employees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved Civil Service Pay Scales.

In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.

Pay: $18.27 - $24.62 per Hour
